During the 2008 Session

  • Sponsored SJM 111, calling on Congress to implement an enforceable guest-worker program and eliminate incentives and subsidies for illegal immigration.
  • Supported HB 366 to deny driver licenses to illegal immigrants.
  • Supported HB 550, which gives county governments the authority to delay property tax collections on land being developed by new manufacturing businesses.
  • Supported HB 500, which makes alternative energy companies eligible to lease state endowment lands – opening the way for development of new energy sources.
  • Supported changes to the Small Employer Incentive Act, which allows more small businesses to qualify for tax incentives when they spend at least $500,000 in new facilities and hire at least 10 people.
  • Supported the increase in the grocery-tax credit and giving business operators a $100,000 exemption to the personal property tax on business equipment.

During Her Career

  • On education, she has helped increase choice for parents by supporting home schooling and charter schools.
  • Continued to work for protection of unborn babies.
  • Supported veterans and the veterans’ cemetery.
  • Supported victims’ rights legislation.
  • Supported restricted eminent domain condemnation powers to keep governments from taking property for commercial use.
  • Increased the “circuit breaker” property tax credit for low-income, elderly and people with disabilities.
  • Expanded lobbying registration to include those who are paid to sway executive branch officials or department heads to help clients win contracts.

Shirley has worked toward

  • Restoring Constitutional Government.
  • Preserving our right to keep and bear arms.
  • Veterans’ cemetery in Idaho and other veterans’ issues.
  • Protecting private property rights.
  • Balance in environmental matters – but not at the expense of Idaho’s jobs and economy.
  • Stopping excessive regulation, which is choking Idaho businesses.
  • Sponsored HB444 giving resident military members an income tax break (passed legislature & became law retroactive to 2005).
  • Property tax relief for all.
  • Again sponsored a measure (HB70) which allows people who are seventy years of age or older to apply for a property tax exemption of $150,000 in addition to the 75/50 exemption of the total assessed market value of their primary residence; helping seniors hold on to more of their money & to own their own homes.
  • Increased the income level to qualify for circuit breaker for seniors.
